What we do

Embedding Fellows and Scholars in city projects to improve services, strengthen infrastructure, and advance equity across Baltimore.

The Government Service Corps (GSC) is a co-hosted initiative between the City of Baltimore’s Mayor’s Office of Performance & Innovation (OPI), Baltimore Health Nexus at the American Collaboratory, and other regional higher education institutions. It mobilizes student talent, faculty expertise, and community insight to design and implement high-impact solutions that strengthen city agencies and improve outcomes for Baltimore residents.

City Leads

The Mayor’s Office of Performance & Innovation (OPI) identifies high-priority civic challenges in collaboration with agencies and community stakeholders.

ACADEMIC PARTNERS SUPPORT

Faculty Fellows, Experienced Practitioners, Graduate and Undergraduate Scholars, and High School Scholars are matched to projects, with Agency Mentors assigned from city departments.

Community Engagement

Fellows provide expertise and leadership, Scholars apply academic skills, and Agency Mentors offer operational guidance, working together with community input to co-develop solutions.

Collaborative

Teams design, test, and refine solutions, presenting outcomes to agency leadership and sharing results through a civic knowledge commons for replication and scaling.
